Indeed, the EU is born of the need to create a common market (and more generally a common area) that is unified and compact to the outside. Brussels, 28 February 2018. The European Commission presents a draft agreement to withdraw Britain and Northern Ireland from the European Union (EU) and the European Atomic Energy Community (Euratom). It is „only“ a first version, it will be the subject of integrations, discussions, negotiations to come, objective October 2018, in the final version. From the point of view of free movement and cooperation, the draft withdrawal agreement introduces continuity during, but also after, the transitional period. On the other hand, if the UK and the EU maintain a customs union, goods could be moved between the UK and the EU without paying customs duties because of free practice, as is the case with the ATR document between the EU and Turkey, but also as is already the case today in the EU. However, this solution would not provide an answer to the application of the cumulative.
